Notice 8: Brandon Rural Community Immigration Pilot (RCIP) Open for Employer Designation

BRANDON, MB- Economic Development Brandon (EDB) is thrilled to announce the launch of the Brandon Rural Community Immigration Pilot (RCIP), effective Thursday, April 17, 2025

Following a successful participation in the Rural and Northern Immigration Pilot (RNIP), the EDB submitted an expression of interest to participate in the RCIP program. On January 30, 2025, Immigration, Refugees and Citizenship Canada announced the selection of 14 communities across Canada to participate in the RCIP program, with Brandon being one of the three participating communities in Manitoba.

The Brandon RCIP program is a cost-free program designed to support businesses within the RCIP boundaries in retaining existing employees or hiring new foreign skilled workers (FSW) for positions that are hard to fill domestically. The pilot program is scheduled to run until December 1, 2029.

Who Can Benefit:

  1. Businesses within the program boundaries who meet the following summarized requirements:

Businesses that do not qualify for RCIP are encouraged to

  1. Foreign Skilled Workers who meet the following requirements:
    • Compliance with RCIP requirements, including the intention to reside in the community.
    • Holding a position with a designated employer in a priority list.

Key Highlights:

While similar to RNIP, the RCIP program is a separate new program:

  • Employers previously designated under RNIP must submit a new application to participate in RCIP.
  • Employers are now required to complete two cost-free online training sessions on program onboarding and intercultural training.
  • Designated/approved Employers will be listed on the Brandon Economic Development Website.
  • Employers must submit community recommendation applications to EDB on behalf of foreign skilled workers (FSW). For permanent residency, FSW will submit their applications directly to IRCC.
  • FSW are now eligible for a two-year employer-specific work permit instead of one year.
  • Each calendar year, EDB will publish a list of priority sectors and national occupational categories (NOC) codes. Only employers and FSW in this list will be eligible to apply for the Brandon RCIP during that calendar year.
